POSITION:

Reporting to the CEO, the Chief Finance and Administration Officer is a collaborative member of the Executive Leadership Team and the Leadership team and is accountable for providing leadership and operational direction consistent with Ongwanada’s strategic goals and managing the execution to deliver desired outcomes.

Provide strategic leadership oversight for all finance and administration activities including Finance and Payroll, Human Resources, Information Technology, Clinical Information Services and Facilities Management. This includes the overall planning, development, delivery and effectiveness of programs, and providing strategic

leadership and management and oversight for all accounting and financial activities related to cost and general accounting, budgeting, internal financial reporting, accounts payable and receivable, risk management, audit preparation and external financial reporting.

The CFAO, in conjunction with the CEO, is responsible for leading, coaching, developing and mentoring senior leaders (Directors and Managers) responsible for a person-centered culture that is responsive to the ongoing and emerging needs of supported individuals, families and communities served by Ongwanada. The CFAO will maintain professional relationships with community stakeholders and funders at all levels and stay current on provincial/regional wide initiatives and developments in the sector.

DUTIES AND RESPONSIBILITIES:

  • Provide leadership, direction and management to departments in meeting organizational goals within the finance and administration portfolio including:
    • Financial Services;
    • Human Resources;
    • Information Technology Resources;
    • Clinical Information Services; and
    • Facilities
  • Participate actively as a member of the Senior Management Team;
  • Create, drive and ensure effective/efficient structures and processes are in place for smooth financial and revenue cycle operations (including billing and collections) to ensure timely, complete/accurate accounting, maximizing revenue and providing optimal customer service;
  • Participate in short-term and long-term corporate strategic and financial planning, organizational development while providing strategic recommendations to the CEO and members of the Senior Management Group;
  • Ensure legal risks to the organization are monitored and managed;
  • Measure and monitor compliance of all areas of responsibility with applicable and relevant legislation, regulation, policies and procedures;
  • Direct the implementation and maintenance of internal control systems to ensure the security of financial resources; reviews and revises financial policies and procedures as required;
  • Communicate/collaborate with department heads regularly to ensure accuracy/integrity of data;
  • Manage KPI performance and analytics reporting as required by operation and Balanced Scorecard requirements;
  • Develop and maintain all accounting systems to provide complete and accurate records of the organization’s assets, liabilities and financial transactions;
  • Review, approve and provide monthly, quarterly and annual financial reporting materials and metrics on a timely basis as required to Ongwanada Senior Management, Finance and Property Committee, Board, government and other regulated agencies;
  • Oversee, develop and facilitate annual business plans, including operating and capital budgets in conjunction with departments, along with comprehensive analysis and periodic forecasts, in conjunction with department managers and directors, for presentation and approval to the Finance and Property Committee and Board of Governors;
  • Develop and manage strong, effective and diplomatic relationships with funders as well as other professional organizations (auditors, insurance agencies, etc.) as required;
  • Monitor financial reporting and compliance on all grants/contracts received from the public sector, foundations, corporations, and private donors;
  • Develop operating and capital budgets with Ministry of Children, Community & Social Services and prepare quarterly variance reports, annual reconciliations and capital project progress and final reports;
  • Oversee, direct and act as the key liaison for audits conducted by Ongwanada’s auditors and other third parties, ensuring effective resolution and swift closure of audit activities;
  • Manage cash flow and treasury functions, tracking and monitoring receipt of all funding, investing excess cash as needed and to maximize ROI;
  • Oversee preparation and timely submission of tax and charitable organization returns;
  • Serve as external representative for financial matters related to the organization;
  • Oversee cash flow for existing programs, and proposed new projects and programs;
  • Oversee the work of Contract Administration & Procurement;
  • Manage the organization’s insurance program;
  • Ensure regular review of internal processes/procedures, adjusting as necessary to enhance organizational efficiency and effectiveness;
  • Prepare, analyze and present periodic forecasts to departments, Finance & Property Committee, and the Board of Directors;
  • Conduct comprehensive analysis to determine financial performance and risk; recommending corrective action as required;
  • Conduct special financial analysis/projects on a regular and ad hoc basis as needed; and
  • Other related duties as requested/required.

QUALIFICATIONS, SKILLS & KNOWLEDGE REQUIRED:

  • University degree in Business Administration or Accounting with a strong emphasis on accounting and financial management; CPA designation preferred;
  • Minimum of 5 years’ related work experience at a management level;
  • Knowledge of government reporting requirements in the not-for-profit sector;
  • Demonstrated ability to motivate staff, capable in applying principles of coaching, mentoring and performance management effectively;
  • Excellent written and verbal communications skills;
  • Ability to think strategically and operationalize plans;
  • Strong organizational skills, attention to detail, follow-up and accuracy coupled with good  analytical skills as well as solid business acumen;
  • Knowledge of payroll systems; and
  • Proven ability to work in collaboration with others.
