POSITION:
Reporting to the Senior Director Finance, the Manager, Finance provides management and supervision to the Financial Services Department, consistent with Ongwanada’s strategic goals.

The Manager oversees all accounting and financial activities related to cost and general accounting, budgeting, internal financial reporting, accounts payable and receivable, payroll, risk management, audit preparation and external financial reporting.

DUTIES:
Financial Systems, Management and Procedures
• Provide management and supervision to the Financial Services department in the following areas: Cost and General accounting, Budgeting, Financial reporting, Accounts Payable and Receivable, Payroll, Audit preparation, Ministry/funder reporting, Finance & Audit Committee preparation, Fee for Service, External contracts, Procurement, Capital Planning, and Financial statements management.
• Maintain accounting systems to provide complete and accurate records of the organization’s assets, liabilities and financial transactions.
• Review and provide monthly, quarterly and annual financial reporting materials and metrics on a timely basis as required to support Ongwanada Management, Audit and Finance Committee, Board of Directors, Ministry of Children Community and Social Services and other regulated agencies.
• Ensure effective/efficient structures and processes are in place for smooth financial and revenue cycle operations (including billing and collections) to ensure timely, complete/accurate accounting, maximizing revenue.
• Ensure legal risks as they pertain to financial management to the organization are monitored and managed.
• Monitor financial reporting and compliance on all grants/contracts received from the public sector, foundations, corporations, and private donors.
• Develop operating and capital budgets with the Ministry of Children, Community & Social Services, prepare quarterly variance reports, annual reconciliations, capital project progress and final reports.
• Support audit processes ensuring effective resolution and swift closure of audit activities.
• Manage cash flow and treasury functions, tracking and monitoring receipt of all funding, investing excess cash as needed and to maximize ROI.
• Oversee preparation and timely submission of tax and charitable organization returns.
• Oversee cash flow for existing programs and proposed new projects and programs.
• Oversee the work of Contract Administration & Procurement.
• Manage the organization’s insurance program.
• Prepare, analyze and present periodic forecasts for departments, Finance & Property Committee, and the Board of Directors.

Financial Planning
• Oversee, develop and facilitate annual business plans, including operating and capital budgets in conjunction with departments.
Compliance and Effectiveness
• Measure and monitor compliance with all areas of responsibility with applicable and relevant legislation, regulation, accreditation and policies and procedures.
• Direct the implementation and maintenance of internal control systems to ensure security of financial resources. reviews and revises financial policies and procedures as required.
Provide leadership, management and direction to Finance team
• Lead, direct, manage, coach and develop team members to fulfill agency goals and objectives.
• Provides direction and leadership in the absence of the Senior Director, Finance.
Communication
• Communicate/collaborate with department heads regularly to ensure accuracy/integrity of data.

QUALIFICATIONS, SKILLS & KNOWLEDGE REQUIRED:
• University degree in Business Administration or Accounting with a strong emphasis on accounting and financial management.
• CPA designation or equivalent.
• 4-6 years of related work experience at a management level.
• Experience working with government reporting requirements in the not-for-profit sector.
• Supervise and manage the performance of Finance team members.
• Demonstrate strong written and verbal communications skills.
• Implement plans to achieve agency and departmental goals.
• Demonstrate strong organizational skills, attention to detail, follow-up and accuracy
• Demonstrate strong analytical skills and solid business acumen.
• Work in collaboration with others.
