Position Summary:
The Project Lead, Workforce Integration & Labour Relations is a time-limited role responsible for supporting the implementation and stabilization of a new staffing and scheduling model and system.

This role works closely with Operations, Scheduling, Human Resources, and Union representatives to ensure consistent application of workforce practices, resolve labour relations issues, and support workforce stability during organizational transition.

The Project Lead provides expert guidance on collective agreement interpretation, supports employee and labour relations processes, and promotes consistent, fair, and effective workforce practices across the organization.
All employees are responsible for promoting and implementing Ongwanada’s mission, vision, values, and service principles, and for fulfilling responsibilities in accordance with all applicable legislation, policies, and procedures.

Primary Duties and Responsibilities:
Labour Relations & Advisory
• Provide guidance to Managers and Supervisors on collective agreement interpretation (OPSEU, CUPE)
• Act as a key resource for employees and leaders on day-to-day workforce concerns
• Support grievance processes, including documentation, meetings, and resolution
• Liaise with Union representatives to support communication and issue resolution
• Lead attendance-related and workforce meetings with employees and stakeholders
• Support collective bargaining preparation and workforce planning discussions

Employee Relations & Conflict Resolution
• Support early and effective resolution of workplace concerns
• Interpret collective agreements and policies in complex situations
• Coordinate grievance processes, including tracking, documentation, and follow-up
• Support workplace investigations in collaboration with Human Resources
• Work proactively with leaders to prevent escalation of issues

Workforce Stability & Scheduling
• Support consistent application of staffing, scheduling, and attendance practices
• Monitor staffing patterns, overtime trends, and workforce pressures
• Identify risks and implement solutions to support stable staffing
• Collaborate with Scheduling, HR, and Operations to resolve real-time staffing issues
• Monitor employee movement (transfers, leaves, assignments) to ensure consistency and compliance

Workforce Planning & Recruitment
• Partner with leadership to identify workforce needs and develop staffing plans
• Support recruitment, onboarding, and workforce readiness initiatives
• Lead and support New Hire Orientation
• Participate in recruitment activities including outreach and job fairs
• Analyze workforce data (vacancies, turnover, attendance trends) and provide recommendations

Training & Workforce Development
• Partner with leadership to identify workforce needs and develop staffing plans
• Support recruitment, onboarding, and workforce readiness initiatives
• Lead and support New Hire Orientation
• Participate in recruitment activities including outreach and job fairs
• Analyze workforce data (vacancies, turnover, attendance trends) and provide recommendations

Operations & Continuous Improvement
• Partner with leadership to identify workforce needs and develop staffing plans
• Support recruitment, onboarding, and workforce readiness initiatives
• Lead and support New Hire Orientation
• Participate in recruitment activities including outreach and job fairs
• Analyze workforce data (vacancies, turnover, attendance trends) and provide recommendations

• Demonstrate excellent ability to understand and interpret collective agreement provisions, policies, and legislative requirements as they relate to grievance handling, staffing, scheduling, employee movement, and training compliance.
• Demonstrate effective ability to design training, deliver, train, coach, and engage diverse audiences, leadership and team members.

Education/Qualifications Required
• Degree in Labour Relations, Human Resources, Education, or a related field.
• Certification or additional education in project management, including technology systems implementation is preferred.
• Certification in Change Leadership preferred.
• Fluency in English/French verbal and written preferred.
• An equivalent combination of education, training, and directly related experience may be considered.

Experience Required
• 4-6 years relevant experience in a unionized environment.
• Experience supervising, mentoring, coaching and/or developing others is required.
• Experience in Developmental Services, preferred.
• Experience with MCCSS Compliance, SIPDDA (including QAM), and related ethical standards preferred
• Experience working in a 24-hour shift work environment preferred.

Effort Required
• Sitting for long periods of time in meetings or at desk/computer.
• Activities may lead to minor stress.
• Travel to work sites and work-related locations required on a regular basis.

Working Conditions
• Valid G license and access to reliable transportation.
